On March 27, after completing the customs clearance procedures, a container truck hanging the TIR international road transport system logo slowly drove out of the Irkeshtan port in Xinjiang, marking the successful landing and smooth departure of the country's first "multimodal transport + TIR" international transportation business, opening up a new intermodal transport model for China's cross-border logistics.

The goods transported this time are domestic auto parts, which departed from Xi'an Xianyang International Airport on March 16, assembled by rail transportation through Xi'an International Port Station to Kashgar North Railway Station, and then exited the country in TIR transportation mode through Xinjiang Irkeshtan Port, and will finally arrive in Uzbekistan. The whole process of goods from shipment to Irkeshtan port is 11 days, which is 3 to 5 days shorter than the traditional transportation time.

It is understood that the core innovation of the business lies in the deep integration of multimodal transport and TIR two efficient transportation modes and the intelligent customs supervision system. The front-end takes advantage of the advantages of large railway volume, low cost and green environmental protection to efficiently distribute goods to Kashgar. the back-end gives full play to the advantages of the TIR model such as one-time declaration, one order to the end, one sealing, and fast customs clearance, which greatly improves the logistics timeliness of goods from Chinese mainland to Central Asia and even Europe.

In order to ensure the smooth development of business, Irkeshtan Customs has set up a special service window to meet the needs of enterprises in advance, optimize the supervision process, and realize the efficient inspection and release of goods under the premise of ensuring effective supervision. The implementation of this business not only provides enterprises with more flexible, efficient and economical cross-border logistics solutions, reduces comprehensive logistics costs, but also further improves China's multimodal transport network system to the west, South Asia and Europe.

"Previously, when our goods were shipped to Uzbekistan, they had to be inspected and reloaded in Kyrgyzstan. Now, under the superposition of the two customs supervision modes of 'multimodal transport + TIR', the whole process has achieved 'one customs declaration, no unpacking, one box to the end'. Wang Longqi, manager of Kashgar Branch of Alashankou Acente International Freight Forwarding Co., Ltd., said, "This not only improves transportation efficiency, but also provides strong logistics support for enterprises to further explore the Central Asian market, making us full of confidence in future cross-border trade." ”

As one of the westernmost land ports in China, Irkeshtan Port is an important node connecting Central Asia, West Asia and even Europe. The country's first business choice to leave the country fully verifies the port's superior conditions in connecting different modes of transportation and efficiently handling TIR customs clearance procedures. "In the next step, we will continue to deepen business reform and innovation, support more enterprises to use the 'multimodal transport + TIR' model to carry out cross-border trade, and continue to smooth the international logistics channel open to the west." Yang Yang, the fourth-level host of Irkeshtan Customs, said.

The relevant person in charge of the Urumqi Customs Port Supervision Office said that the promotion of this innovative model will effectively promote Xinjiang's transformation from a "channel economy" to a "port economy" and "landing economy", and inject new momentum into the high-quality development of the regional economy. With the deepening of economic and trade cooperation between China and Central Asia and Europe, efficient and convenient international logistics channels are becoming the "golden channel" to promote regional common prosperity, and the successful practice of the "multimodal transport + TIR" model has added new vitality to this channel.
